        Usage:  SETLE   dest                                                    
                SETNG   dest                                                    
        Modifies flags: none                                                    
                                                                                
                                                                                
        Sets the byte in the operand to 1 if the Zero Flag is set or the        
        Sign Flag is not equal to the Overflow Flag,  otherwise sets the
